per email from google support

"The free edition of Google Apps doesn't allow access to APIs, while
Business edition and Education edition do allow access.

The creator of that script made a mistake by neglecting to mention
Education edition, but your domain is fully capable of using APIs and that
script.

Hello,

I get the same error although the restriction is gone in v3 api for normal
users.
Uploading any files can be detected in the meta:
https://docs.google.com/feeds/metadata/default

[docs$feature] => Array
...
[2] => stdClass Object
[docs$featureName] => stdClass Object
[$t] => upload_any

seems you would only need a --with-conversion or rather make it the default
to convert? Thanks for your work on this BTW makes life much easier when
it does work rather than dragging and dropping :(

We currently have a Google Apps for Education account, and we also get this
error. The funny part is I want the document converted to Google Docs, but
when I use this uploading tool, it claims that I can't upload without
conversion.. Please provide us a way to allow conversion of the documents
on upload..
