Thanks. According to this article  https://support.google.com/a/answer/1047213, domain verification only works for Google Workspace account, is that true? Do I have to use a Google Workspace account to create the Google Cloud project that uses Google Content API for Shopping?

Did you try to check the 'LEARN MORE' option that is given in the pending developer action message?  I recommend contacting the cloud support team: https://cloud.google.com/contact
