The values found on Raw feed attributes: Content API are the values you submitted for each attribute in your product data via the Content API, while the values found on Final attributes are the processed values for each attribute in your product data for this item, with attribute modifications made by supplemental feeds, automatic item updates, with feed rules applied, and after attribute rejection. These are the values Google uses to display your products. Kindly check if there are any settings such as Automatic item updates (condition) or feed rules that is modifying the value for your condition for the Final attributes.
However, if the issue is with the Raw feed attributes: Content API not showing the correct values, for us to further investigate, kindly provide the following information privately:

By mentioning C# SDK, are you pertaining to the Content API’s client library for .NET? If yes, then you may follow this discussion on how you can generate the API logs in your end. Once you have generated the said logs, kindly provide it to us along with your merchant account ID via Reply privately to author option, so that we can proceed in our investigation.
