Would it be possible to dual licence the reflections lib?

I would like to use it in an Eclipse project and would need to pass a formal check to be hosted at eclipse's orbit repository [1]

If reflections had been EPL [2] (comparable to Apache Licence or BSD, so any of this is good, too) licenced that process could be much simplified.
