You can connect to Cloud SQL from external applications using a JDBC:
https://developers.google.com/cloud-sql/docs/external
From Excel you should be able to create a ODBC datasource, which then talks to Cloud SQL using a ODBC-JDBC bridge -- though you would have to check the VBA / Excel documentation how to do this.
