Hello Cloud SQL users,

PostgreSQL 11 is now generally available (GA) on Cloud SQL. PostgreSQL 11 improves query parallelism and enhances the "upsert" feature, to name just a few improvements. See these improvements for yourself by creating a Cloud SQL for PostgreSQL instance.
