slurm preepmtible instances not being spun up

Hey all,

Fairly new to slurm and GCP. 

I have used the following tutorial provided by GCP to create a slurm cluster. However, I modified the `basic.tfvars` file to use different compute instances, specifically 'n2-standard-16' machine types. I also changed `preemptible_bursting` = True. 

For some reason when running simple sbatch commands such as "sbatch -N2 --wrap='srun hostname'" the job hangs on pending forever.

Am I missing something here?
