New Slurm on GCP release

SchedMD and Google are excited to announce that the V4 release of the Slurm on Google Cloud scripts are now available here: https://github.com/schedmd/slurm-gcp. 

This release provides general support for Terraform, placement policies, bulk API, and instance templates. Also, a new Cloud Marketplace listing is now available. This enables you to locate and launch the latest version of Slurm on Google Cloud in just a few clicks.
