MemoryStore create instance timeout

I'm trying to create a MemoryStore instance but it's been timing out after a lengthy (20+mins) wait, for the last couple of hours.

This is happening on CLI ("gcloud redis instances create...") and through the Google portal. 

- On CLI it just says timeout and try again with error code 4.

- On the portal it just says the same timeout message and no other information.

Nothing untowards is being reported on the Google status pages.

Anyone else?
