GoogleCloud + First tutorial. Is it free ?

Hi all,
sorry for the silly question but I'm  a day one user on this platform. Yesterday I bought my home mini and I get into the Actions Console.  Then I followed the tutorial "Build Actions for the Google Assistant (Level 1)" in the link : https://codelabs.developers.google.com/codelabs/actions-1/#0 . I reached the test step. After following the guide I figured out that I have not enough knowledge to continue the developing so I deleted the project. But on google cloud platform (I'm new also to this enviroment) I can see the project. To be sure i deleted the project also from cloud. But will I be charged for that ? Is the first time I entered on the Cloud Platform and I haven't any billing account.  Sorry but I can't understand if google cloud is a paid service for  the use I made of it.

To use computing resources above the free quotas, you need to add a billing account and enable billing for your project in the Google Cloud Platform Console. If you didn't add a billing account, your project benefits from the free quotas, and you don't get billed. Generally, you can't possibly incur charges if you didn't specifically enable billing for your project.  You may read more related details on the "App Engine Pricing" page.
