Can the user use any zones or regions when create a GKE cluster?

When creating a GKE cluster in GCP, we need to specify a zone. Can all users use any zone? like this:

gcloud container clusters create gke-cluster --zone=us-central1-a

As long as the project has enough resources within the specified zone and the user has the proper IAM roles to create a cluster, then a user can create a cluster in any zone of their choosing.
