Usually an administrator would have enough access to be able to do what you are asking to change. And if there is no other administrator than you, you'd be locked out (which I think is not possible because you need at least one). The permissions required to perform those actions could be these[1] ones. However, only someone with those permissions can assign you the role required. You may need to ask internally who's the administrator. It could be the person in charge of billing accounts, registered email, etc... We cannot see that from here and please do not post private info in public forums.
