Why can't I successfully accept the GCP terms of service?

When trying to access the GCP console using this Google account (which I just created last week) I am presented with a dialog to accept the terms of service, but when I click Agree and Continue I get an endless spinner.  I'm completely stuck and unable to actually access the console.

Fyi I was able to get past that dialog on a different Google account so I'm confident it's not an environmental issue on my end.  I suspect something is wrong with this Google account but I've run out of ideas on what to try or how to determine what's wrong.

Does anyone have any advice?

Hi Rob,

You may try an incognito window in Chrome or another browser to rule out any possible issues with your browser. If the issue still persists and you believe the issue is with the Google account, you can contact Google Account support team or if the issue only appears with GCP console you may report it to the GCP issue tracker so that we will look into it.
