I get the error "The request was aborted because there was no available instance" on my Google Cloud Functions multiple times which causes serious issues to my service,

How could I avoid this issue, or how to increase the queue for this?

This is a known issue and is currently being investigated by the engineering team. I'd suggest referring to this Public Issue Tracker, to get the latest updates on the issue.

So, is there any way to get over that error other than configuring the min-instances to 1? (since that will make the cost much higher)
Is there a way to set a retry for the HTTP Function since I can't control the client code! I heard of Cloud Tasks, but not sure if it will solve the issue!
