We are trying to setup cloud source repositories. I want to know, how we can generate Pull request and send a code review to higher authority user.

Unfortunately, we won't pursue this option right now, but there is already a feature requests [1] [2] for it in the Public Issue Tracker. You may refer to these feature requests to follow developments, and maybe add your own requirements to enhance the level of interest in its implementation.
