Google Cloud Functions API Suddenly Disabled?

I've been using the free trial of Google Cloud Platform for the past several months (expires Sep 27, 2019). When I logged in this morning I discovered that the Cloud Functions API have been disabled for my project and that I am unable to re-activate them from the API page (see screenshots).


Cloud Functions disabled

Cannto re-enable (I've refreshed the page several times)


On the Google Cloud Status Dashboard page it looks like there was an incident with GCF recently, but it is listed as resolved (https://status.cloud.google.com/incident/cloud-functions/19005). Could it be related to that?

Please note that Google Groups are reserved for general Google Cloud Platform-end product discussions and not for reporting issues, which is why I suggest moving the troubleshooting to Issue Tracker, where issues can be turned private in case we need to gather any project specific details.
