Cannot create worker pools - FAILED_PRECONDITION cannot create new worker pools; see https://cloud.google.com/build/quotas

i have tried creating worker pools using both terraform and cli and receive the same error, in all regions.

I have never used cloud build so quotas have not been breached.

command: 

gcloud beta builds worker-pools create testing --region europe-west6 

ERROR: (gcloud.beta.builds.worker-pools.create) FAILED_PRECONDITION: project 111111111  cannot create new worker pools; see https://cloud.google.com/build/quotas

Hi.

Due to abuse in late August and a case of fraudulent Cloud Build usage we changed the criterion for Private Pool creation. You can confirm this by looking in the quota dashboard for build concurrency quota. If you have a support package you can request a quota increase, otherwise I would encourage you to open a support ticket in Issue Tracker https://cloud.google.com/support/docs/issue-trackers and Create new Cloud Build issue requesting a lifting of any quota restrictions for Cloud Build Private pools.

Okay but none of the documentation has been updated to reflect this , can the documentation be updated ?  I spend hours talking to support to get an answer.
