Licensing of MS-SQL Server in Google Cloud Marketplace Solution

I want to deploy a solution on Google Cloud Marketplace, with MS-SQL server pre-installed on it. 

I want to know that if I bundle MS-SQL server along with my solution in a custom image and deploy on GCP Marketplace, then who will bear the licensing cost of MS-SQL server ? Will GCP charge the licensing cost to the user of the solution ? Or will the vendor need to buy the license ?
