Getting "API [compute.googleapis.com] not enabled on project"

I'm getting started with gcp setting up a kubernetes cluster.

When I set the region and zone I get this message:

$ gcloud config set compute/zone us-west1-a

Updated property [compute/zone].

API [compute.googleapis.com] not enabled on project [701979827570]. 

Would you like to enable and retry (this will take a few minutes)?

WARNING: Property validation for compute/zone was skipped.

What is this telling me?
