Resource quota limit decrease on a GCP project

Im familiar with increasing the resource quota on a GCP project when i reach the limit. But is there a way to decrease the quota?

Example:

current compute engine CPU API quota limit is 2500. Can i bring that down to 10 to restrict compute engine creation? 

I'm thinking can this be a way to restrict any unauthorized resource usage?

Hello, 

As similar to increasing, you can decrease the quotas from Quotas page in the Console and by filling the form with the name, email belongs to the project for the respective team to validate. I hope this helps?
