Terraform with GCP permissions

Hi Guys, 

I tried to connect terraform to my GCP account and i got permissions error 

who can help with - which role i need to add to my GCP account or service account to solve it ?

i got this error after i run the command : "terraform apply" (the commands :terraform init, plan - works...)

I just add Editor and Service Usage Admin roles to the service account that I add to Terraform (terraform@<project>.iam.gserviceaccount.com) via GOOGLE_CREDENTIALS environment variable.
