Cloud builder Github forks

Hi,

I've setup Cloud builder on all repositories on my organization in Github, using the App from marketplace.

It all works fine, when I create a branch on the main repo. But if people create a fork of the repo no build is triggered.

There is a status update on the PR saying 'Build Expected — Waiting for status to be reported' but nothing happens on the cloud build side.

This does work if the creator of the PR has the CloudBuild app installed on this profile in Github. This doesn't seem that awesome :(

If you have to ask all people to install that app?

Is it me that is doing something wrong?

Google Groups is reserved for general product discussions and not for reporting Google-end issues or feature requests. All further communications about this should continue in your opened Public Issue Tracker report. 

As a side note for the GitHub 'Waiting for status to be reported' status, make sure that you have no status checks enabled that would be preventing the GitHub status from showing as completed. (e.g status check that is known to cause this issue).
