How to make a GCP project public for OAuth verification process?

We have a Google Data Studio connector that performs API requests to third-party services so we had to create a GCP project and go through the OAuth Verification Process. However; the support rejected the application with the following message:

> Development/staging projects, or projects which are not yet live to the public, are not eligible for verification.

I don't have any idea about how to make a GCP project public or production but we already set the Publishing Status to production as follows:

Unfortunately, The Oauth verification team could not help, here is their generic response:

> Unfortunately, this error isn't to do with the OAuth verification process. You can see all your support options in General Support.

Any guidance about how to solve the issue?
