Do I need to release my app before I request for oauth verification?

My app uses a sensitive scope, for which I need to request verification, but how can I release the app to playstore with limited quota (user may find it buggy), whereas I have demo video ready to share. Is it mandatory? I don't see such statement. 

Another doubt is :
I verified my ownership through Search Console, but when I add it, it gives a error icon with a warning message. whereas I see some post with a green ticked icon. (please check image attached)
Should it show there with mine as well or it shows after the consent verification gets passed?

Hello Vicky, 

As you mention Play Store, I assume you develop an Android app. If this is the case, you should follow closely the procedure indicated on the "OAuth 2.0 for Mobile & Desktop Apps" documentation page. There is no specific requirement on that page, that you have to deploy your app to Play Store.  Your demo video may be found of interest by the approvals team, but other requirements are listed on mentioned page

The very same page describes an alternative to OAuth 2.0: you may prefer to use Google Sign-in for Android or iOS.

About the error icon with a warning message: it is expected as long as your consent screen for your app requiring sensitive scope approval is still being processed. The approvals team needs some time to approve your consent screen, this does not happen immediately. You'll see a green tick mark if all is OK finally.
