Google Cloud SDK Setup download failed: Timeout while connecting

I am trying to download the latest version of Google Cloud SDK from https://cloud.google.com/sdk/downloads#interactive

The installer keeps failing with the message:

download failed: Timeout while connecting

I have retried many times with the same result.
