Is there something wrong with the asia-south1-c center? All the instances created in this region are failing to restart.

Hello,

As of now, there is no such incident reported for any Google Compute Engine resource in asia-south1-c. You can find the status information of any services that are part of Google Cloud Platform in Google Cloud Status Dashboard. 

I stopped/started a GCE Virtual Machine instance in the asia-south1-c without any issue. I even performed a reset on my instance without any difficulties. 

How exactly have you tried the restart operation? Have you tried stopping/starting/resetting the instance using gcloud command? If not, try it by adding verbosity flag in the command line interface. It would provide you a more detailed explanation on why the instance is failing. 

You can also check the 'Notifications' (bell type icon in top right corner of the cloud console) for an informative message(notifications) during the time of instance re-start as well.
