Can we bump the bigtable.version to 1.14.0

Hi,

The current bigtable.version is a little old, can someone bump it to 1.14.0 to use the latest gax library 1.57.1? One reason behind this is because Apache Beam depends on bigtable-client-core, and we would like to update gax library of Beam to 1.57.1. But this needs bigtable-client-core to bump its bigtable.version to use the latest gax.
