cannot download BT deps via `go mod download`

having trouble downloading deps from rsc.io, see this ticket:

Thanks for reaching out Alex. I see this issue was already resolved. 

Opening a google-cloud-go issue is the correct and fastest way to resolve this particular kind of client library issue, so thanks for pursuing that path. But of course this e-mail list, or Stack Overflow are also monitored places where we can respond to questions of this nature (though often we will ask you to go ahead and open a google-cloud-go issue anyway).
