voterInfoQuery doesn't always contain Contests

voterInfoQuery sometimes contains the contests section, but for other addresses in the same state (with the same election id) do not have this field present. 

I don't see any documentation about this field being conditional, so I'm curious where to find more info about when it will be shown and how many contests actually have contest information.
