Debugging no MFA sms sent

Hello,
I am using google identity platform to sign in users using MFA (with SMS auth).
I have setup the domain of my web app as well as localhost as "authorized domains". On localhost I always get a text msg but on the web app domain I (and our users) don't get any texts.
Any clues on how to debug this? And also is it possible to override the account lockout after a number of sign-ins? Makes it really hard to test when my account gets blocked after logging in a few times (I know I can add a testing phone number but I want to make sure the sms is actually sent).

Please follow this document[1] and make sure that you choose one of the enrollment patterns and the required steps to verify it.
