Help submitting a change to CQ for frontend_devtools

Hello!

Does anyone know what I am missing to submit this change to GQ? 
I still don't understand what Gerrit means in this change

After pressing the button "Submit for CQ", I get the error:
CV cannot start a Run for <email-address> because the user is not a committer.

I even reopened that change thinking it had to do with the Git history but it was not the case

Becoming a chromium committer requires special pre-requisites (see https://www.chromium.org/getting-involved/become-a-committer/). Until someone is one, one of the reviewers has to press the +2 button. For the future please follow the CL description guidelines (https://chromium.googlesource.com/chromium/src/+/main/docs/contributing.md)

I was confused when I read "committer" thinking it was the commit's author.
