You can open Chrome devtools on Chrome Devtools using eg cntrl+shift+I.

Make sure you are updated/ try Dev or Beta channel.

Whatever is listed as the shortcut under Chrome > hamburger menu > Tools > Developer Tools.

You need to focus the devtools window, then type the keyboard shortcut. Devtools will open on which ever window has focus, incl devtools itself.

Oh, sry I always have devtools in its own window.

Another suggestion if you are looking of hangs: Set a breakpoint in InspectorBackend.js _sendMessageToBackend(), and when it hits, use the console to set:
this.dumpInspectorProtocolMessages = true;
Then remove the breakpoint.

This will produce a lot of output, but it will give you a hint on the last thing devtools is doing.
