Opening DevTools resizes document.body

At Chromium 88.0.4285.0 (Developer Build) custom (64-bit) 01bf809487a21308303132e1cdbd89e64d7d51f5-refs/heads/master@{#814493} opening DevTools resizes document.body. Bug report https://bugs.chromium.org/p/chromium/issues/detail?id=1135885.

As far as I can tell nobody asked for the document to be reduced in size simply by opening DevTools. 

Kindly fix this bug.
