Using devtools explicitly.

Hi,

We want to use the devtools explicitly like we want to handle its positioning and all. Also in chromium code due to some reasons we don't want to implement chromium native devtools. We want to implement devtools through 3 party ,so is there any way we can implement the devtools using some 3 party or extensions.
