Waiting for available socket

I'm using ubuntu and i'm making a web app on a server server running on local host.

Everything was running great but I now can't refresh the browser with dev tools running without the browser hanging and saying "waiting for available sockets"

I've tried running different aps and it is doing the same thing so Its not the app.

Can anyone help?

Having the same issue. Cannot open a pdf file. When using incognito the file gets open.
