Is it possible to capture the network traffic in har when a new page gets loaded

Say I have multiple tabs open, is it possible to capture all web traffic in har via developer tools. I am requesting this to debug on certain cases like, click on a file to download, it opens up a new tab to generate a request and then downloads the file in that tab. Since I have opened the developer tools in earlier tab, I am not able to get this traffic.

Is there a clean solution for this apart from using a third party software which acts as web proxy

Go to the settings (press F1 when the focus is on the Developer Tools feature) and tick "Auto-open DevTools for popups". Does that help?
