Dead space / no scroll when device toolbar is open

I've recently been trying to do web development on one screen. It's hard to have the editor and the browser on one page, and I wondered if there was a way to work around the dead-space above the page when the device toolbar is open. This behavior is the same in fullscreen or windowed, and whether the tools are attached on top, right, bottom, or left.
Google Chrome is up to date
Version 81.0.4044.122 (Official Build) (64-bit)
macOS Catalina V 10.15.2 (19C57)
MacBook pro 16"

The request would be to enable scroll.
