developer tools and screen display issue, pink lines

When using the developer tools, my viewport / display creates these pink lines as i scroll. As I mouse over link tags, outlines of the div forms. It does not seem to happen with other, non developer tool opened web pages. I did turn on experimental api to try and use the autosave extension ... I've tried trashing chrome, logging out of the browser, turning MAMP on and off, open other local files, and it persists when viewing local files, using the developer tool. Please help me out of browser hallucination mode!

Perhaps, you have accidentally enabled "show paint rectangles" in the
DevTools Settings. You can disable it by clicking the cog at the
bottom right corner and unchecking "Show paint rectangles" checkbox
under "Rendering".
