Inspect views option seemingly not showing for an extension.

The background key should have an object value, not an array.

 "scripts": ["oui.js"]

}

Please, next time, use either stackoverflow.com or chromium-extensions, as this is unrelated to the Developer Tools feature itself, but to the extension system.
