Your fighting an up hill battle. If they want to they will often find a way.
many services have broad spectrum filtering for it but you will find you are often adding more to the black list.
many of the ones below take (or can take if u configure) there definitions from proxy.org and other such proxy lists what can help allot.
 
What are you currently running?
Do you use/run an active portal for users to gain access to the internet? ie need to enter login details to get online? if so you will already ready know that chromebooks once they are turned on/lid opened will take the user to the firewall login page so they can make the connection to the net and then onto the sign in pages. So should be no issues for your chrome books for what ever solution you choose.
 
I have ran the below across the schools i manage.
 
I like Fortinets Fortigate system the most. Its hardware rack mounted. it is super configurable and easy. have as many profiles from ip ranges for devices to separate ones for groups etc. easy reporting. Watchdog NZ do these I think subsidised for NZ education and offer co-management and support – ie you can just ring them to do any changes if you are unsure. Haven't had proxy issues at sites i have this installed (have ran this on Windows AD and apple OD servers with GAFE/Hapara)
 
have used Microsoft Forfront TMG in the past (think its free to schools) but i prefer pfSense (free). both these ran on a VM but require more configuring and experience.(have used on windows & Linux based servers with GAFE/Hapara)
 
or since you are NZ based N4L or Watchdog free school filtering packages. Both are simple. you want something blocked you call them up tell them and they do it. Both offer proxy filtering. have used these options on Apple, Windows and Linux based networks that also have GAFE.
 
but if you got the cash invest in hardware.
Saying that N4L offers multi profiles and can be configured now pretty easy.
 
Ones that do get by are often first spotted by teachers who have Hapara Interact up allot. Or have Interact up on the screen at front of class and other students notice and  alert the teacher(kids are pretty good at this).
 
All of the above will offer proxy protection. But i have found hardware based we have had zero issues with proxy sites getting in.

We use N4L for all our filtering. So far, so good.
