DEBIT CARD PROBLEM - MONEY GONE OUT WHILE MY CARD WAS DECLINED!!!

hello i have been trying to contact you and this is the only email i found on the internet. I have a problem with a transaction but my problem is not listed in the help forum. THe problem is that i tried to make a payment to a seller, my card was denied but the money were taken out. I contacted the seller and he told me that didnt receive any money from me. Can you please guide me, or help me by giving me some info in order to get my money back? Thank you, Loizos Nicolaou.
