PSA: Cartographer mailing list becoming announcement-only mailing list

Hi all,

Thanks everybody for taking an interest in Google Cartographer and special thanks to those of you who have been very active on this mailing list.

We discussed as a team and felt that we haven't been actively engaging enough with this mailing list in the recent past. Apologies for that. Part of the reason is that the Github issue tracker is also a very active place. In order to make sure that no concern falls through the cracks we would like to reduce the community communication channels to just the Github issue tracker.

You can add the "question" label to an issue if you feel like you are not reporting an issue with the Cartographer source code, but e.g. simply have a question on how to use Cartographer.

The plan is to make this change end of week.
