As part of its Regional Risk Reduction Initiative in the Caribbean region, the United Nations Development Program has issued a Request for Quotation for CAP-activated radio broadcast interrupt devices:
"The device is an emergency programme override device, used in radio stations. It is placed in the audio programme line and allows the programme to be broadcast freely. The device monitors the CAP server over its network connection. When a qualified emergency message received, the device will then switch the transmitted line to its internal output and will play the emergency message to the radio."
In other words, roughly equivalent to EAS decoders in the U.S., but a bit more generalized for international use
