I want to publish a single Exchange Public Calendar's appointment
events including details to our Educational domain website hosted by
Google.

I have no need to look up individual users calendar data - only one
Exchange Public Calendar to be viewed by anyone who visits the
Educational Domain website hosted by Google. It's to be read only by
visitors to the website.

I have no need for looking up free / busy data or scheduling through
Google Apps.

I would like Exchange 2003 users to use Outlook 2003 & 2007 to create
appointments and have those appointments reflected on the Google
calendar at the Educational domain hosted by Google.

We attempted to use the Google Calendar Apps plug in, however
intermittent calendar events were either missing or incomplete.
Currently, our workaround is a tedious export and import process to
update the website calendar.

I've seen an appointment writer option for both connectors, but I
don't see any examples of appointment details being shown on a Google
calendar, only free / busy data which I do not need. It's mentioned,
but I haven't been able to locate any documentation.

The FAQ at http://code.google.com/p/google-calendar-connectors/wiki/FAQ
states that the connectors can NOT write appointment details:
>>> the Google Calendar Sync service only is designed to synchronize
Google Calendar free/busy data into your Exchange environment. It does
not sync appointment details or other meeting data, just free/busy
status for the meeting time. <<<

Can this be accomplished and if so how?

why don't you just open the shared calendar in your outlook client and use the gasmo tool to sync it with the online google version.  (gasmo is google apps sync for microsoft outlook)

The Google Calendar Connectors can't help with this problem. They are designed to allow for lookups of free/busy data between the two calendar systems not sync a complete Calendar between the two systems.
