Creating event with google calendar api stopped to create Hangout link

When I create an event with Google Calendar API Hangout, the link is empty. The Automatic add video calls to events created by a user settings is enabled for our domain. This worked fine, but before few days, Hangout link stopped to create.

Does anyone have any idea how to force Google Calendar API to create Hangout link?
