looks like we don't really document expectations wrt the state of the "main" branch. i can fix that, but i know even for some people, they're uncomfortable with "grab whatever latest snapshot is" even if we tell them "it's always releasable". so how do people feel about me periodically throwing up date-stamped tags ? can do it every few months based on what we've been using in Chromium. just like v2022.01.30. not going to do anything else here release-wise, just tag a commit.
