I would suggest, if you haven't started already, to check out:

On Windows XP, to use these instructions you'll either need to have a
cygwin shell to run the converters, or use the Windows batch scripts
that are included in the installation. A sample usage on a Windows XP
command line would be:

> bin\blogger2wordpress.bat <path_to_blogger_export_file>
