Apps Script add-on is partially installed. Please reinstall it.

Apps Script was only partially installed in my G Suite account.

I have no idea what that means.

I uninstalled it.  Click UNINSTALL APP.

Uninstall App.

Make sure that you are sitting down, and that you have your seat belt fully fastened, then click CONTINUE.

The Apps Script add-on was re-installed. Click DONE.

Now that I have the Apps Script add-on fully installed, I have no idea what the difference is.

Not a clue. I'm seeing the same thing when I visit the Google Apps Script listing on GSuite Marketplace. But I'm not re-installing it just yet. Not until I know exactly what's going on.

But since you took the plunge, did you see any changes to the Apps Script GUI? Perhaps something indicative of support for a more modern Javascript engine (V8 maybe)?
