Identity API Scope Approval UI preventing verification

I am trying to do an OAuth verification. I normally get a chrome window with a url bar. I'm now getting this Identity API Scope Approval UI with no url bar. The Verification team says I need to display the URL with the client ID but there is no url bar to display the url. Has anyone else experienced this or have a solution?Screen Shot 2020-06-30 at 9.27.30 AM.png

I think that the scopes approval window will appear after you have signed on

If you have already approved the add on it won't appear - you'll have to uninstall it and install it again to make it appear

Thanks, However I need to get rid of it. I have uninstalled chrome and reinstalled it. It's still there. Any other ideas?

Have you unauthorised it from your Google account? My Account > Security > Manage third-party access

Yes. I’ve done the unauthorization flow. The program is part of the Chrome package from what I can tell. My system restarted one day an I now have it. I’ve uninstalled chrome even.  I’m trying the suggested Dev console URL method.
