Can Admin on and off App Script service for other workspace users?

I found that other google services can be on and off by Admin but I have to block some user from using AppScript. Is it possible for Google Workspace Admin?

I just took a look at my Workspace account and I can't find anything for preventing a user in the organization from using Apps Script.  But I hardly ever have the need to do anything as the Admin, so I might be missing something.
